Why controller is a Servlet in struts?

We can take jsp as a controller but a controller need large amount of java code. Writing large amount of java code in the jsp is against to the software industry standard.
If we take a bean as controller then it should be trap the Http  request, but bean is unknown about the Http protocol, so a bean is not suitable for the controller.
Finally the servlet is taken as a controller.
